This is the first cut at a lazy-evaluation-based hierarchial nav map.

I'm working on getting branches to work right now. It's close, but not
quite right. Getting there.

There's still a lot of stuff to bring over from the original nav maps, I
know. That's the reason the old code is still there. This commit is
*not* feature complete, and I know it.
