Removes "WYSIWYG Editor" from user preferences page.  It is my understanding that at this point, we do not want a global WYSIWYG preference, preferring "Plain Text" and "Rich Formatting" options on each rich text enabled <textarea>. If we'd like to add this back as a global preference in the future, it is still there behind the scenes and untouched.

Password changing was broken in inline mode because there were 2 forms named server (the other comes from lonmenu.pm, line 186 added in v 1.130), so let's call this form pserver. Could also rename all other forms something other than server.

Add inline help for discussion display preferences

New help files.

Preferences to switch HTMLarea on/off. Could not test because Mozilla keeps
crashing when HTMLarea enabled :-(

Additional discussion display setting added - can now set when new posts stop being marked as new - either by intervention from user - mark as read - or automatically - on display. Can be overridden by user in a specific discussion.

Set a default display setting for discussions (show only unread/ show all). Default will be overridden by a discussion-specific setting.

Users are now able to change passwords if they are internally or filesystem
authenticated.

Commit of working but not complete code, in case my machine crashes over the
