Trying to reduce the historically grown number of states that the
grading interface can be in. This should be determined by privileges.

      it uses the target file's path name to determine the time zone name. For example, if the path is
      /usr/share/zoneinfo/America/Chicago, the time zone is "America/Chicago".

      Some systems just copy the relevant file to /etc/localtime instead of making a symlink. In this case,
      we look in /usr/share/zoneinfo for a file that has the same size and content as /etc/localtime to
      determine the local time zone.[...]"

  On our CentOS server /etc/localtime happens to be a copy and this causes TimeZone to do an expensive
  search through the files in /usr/share/zoneinfo (everytime locallocaltime needs the 'local' timezone).
  To prevent TimeZone from doing this search we store the timezone found after the first run in $ENV{TZ}.
  Future calls of locallocaltime will be significantly improved in performance.
  This affects every module that calls locallocaltime (not only lonwhatsnew.pm).

Localization.

$tabbg no longer required now CSS is being used from loncommon::standard_css().

Renaming unread_discussion() as discussion_info() and making the funtion more universally useful.  Can now be used to retrieve counts for all postings, or just unread postings (if 'unread') is included as an argumnet in the call (e.g., $resource->discussion_info('unread');).  Also if
called in array context, returns ($count,%info), where %info is a hash of a hash.  Outer hash keys are count number, inner hash keys are: subject, id, timestamp.

Resource URLs and symbs displayed in handgraded, above threshold and unread discussion tables need to be encrypted, if url encryption was enabled for the resource, and the current user's role does not cause links to be displayed in plain text.

	Bug 5085 (part 2). Don't save empty values.

In the threshold table, keep row color invariant for all table cells associated with a specific multi-part problem.

Fix bug 4514.

Interface improvements. Less logging of error messages: now only for failed stores of whatsnew page options.

Display of whatsnew page on entering a course can be set for specific courses (override user prefs).  Can suppress count of unread posts per resource. Link to first resource at top of page not shown if NEW button used to get to whatsnew. What's new no longer restricted to CC role - accessible to adavnced roles in a course.

Only loop through once.

Separate checking for new posts from counting number of new posts for each resource.  Should improve efficiency by replacing multiple restores with a single dump.  Menu still to be added to allow $countunread (whether to count or not) to be user-configurable.

Hide All, Show All and individual Hide and Show links now functional.  Interval setting for version changes functional.

Default time interval for versions checking now 1 week. Name of "users_in_queue" subroutine in bridgetasks.pm had been changed.  Sanity check for resources returned from navmap->getResourceByUrl(). Remove debugging and fix some typos.

Working on bugs 4240 and 4389.  Streamlining of display building code. Visibility of different components now based on individual privileges.  Infrastructure added for show/hide of individual components. Display of resources with version changes added. Handgraded check uses grading queue. A few small pieces left to do prior to testing.

Better display of reset times (human readable instead of UNIX time).

Default is now to display "What's New?" screen to Course Coordinators, unless they have set preference to go to start of course, whenever a course is accessed from roles screen.

Fixes to display of problems with errors.  Ability to set a threshold for av attempts, deg diff, number of submissions.  Ability to reset aggregate counters for tries, degdiff, users on a part-by-part basis.

Change separator from _ to \0 - increase possibilities for future use of data in db file, by making more reliably unique split argument. Eliminate $_ to improve readability.

Unread course discussion posts moved to top of column 2.  Display of problems with anomalous average number of attempts and/or degree of difficulty added.  Data extracted from resourcetracker.db for course. Work in progress.

Adding course_id to msgid for LON-CAPA COM messages (uses course context of sender). Fixes to display of ungraded items, and change in parameters extracted from msgid to filter for course messages.
