Up to [LON-CAPA] / loncom / localize / localize

Optimized localization for user preferred language screen:
- Changed languages of items in selection list:
  Items now always shown in the same language as the item language.
- Added missing entries
- Reorded related entries (all together now and in same order)
- Removed unused ISO phrases

Note:
Some translations are not confirmed (taken from online translation service):
Arabic (ar), Persian (fa), Hebrew (he), Japanese (ja)
