Bug 6540 (related to 5702)
Translation of language-selection-list entries moved from translation files to centralized language.tab.

Unnecessary entries removed from translation files.

language.tab converted from ISO-8859-1 to UTF-8 (using iconv).

Remove remains of remote control. "textual_remote_display" switch doesn't exist anymore.

Bug 5853: Don't use tradmarked brandname "scantron" in interface anymore.
Some rests have been found and changed to "bubblesheet":
- Updated related scripts
- Consistent wording
- Tidy up translation files: Synchronized existing entries with used phrases in the current scripts.
  If the translation of an updated phrase is unclear, the old translation is kept as a comment and the original English phrase is used instead.

- Remove HTML tags from phrases to translate (lonauth.pm rev 1.112).

Time related translation entries in chronological order to avoid translator's confusion.
Corrections in ru.pm and de.pm.

Removed unnecessary blanks and tab stops

de.pm: Removed outdated, unused phrase

Removed untranslated icon file entires.
Such entries should be added once localized icon files exist.

Removed senseless entries which originally used to be comments of translation phrases
and were meant to describe the meaning of the used parameters.
These entries are deleted now because:
- The context is totally lost
- These texts must not be translated

Tidy up:
- Removed duplicate keys
- Removed some phrases which aren't used anymore

Corrected misunderstanding with translation of "Russian"

Removed unneeded trailing white spaces from script code

Consistent wording:
Use already existing phrase "Navigate Contents"
for first resource option on course creation screen

Optimized localization for user preferred language screen:
- Changed languages of items in selection list:
  Items now always shown in the same language as the item language.
- Added missing entries
- Reorded related entries (all together now and in same order)
- Removed unused ISO phrases

Note:
Some translations are not confirmed (taken from online translation service):
Arabic (ar), Persian (fa), Hebrew (he), Japanese (ja)

ar, es, de, fa, pt, ru, tr, zh:
- Updated ISO -> UTF (removed, if without translation)

es, fr, pt, ru, tr:
- Removed incorrect/unneeded entries

fr, pt, ru, tr:
- Typo: roles

"occurred" instead of "occured"

Changed character encoding from ISO-8859-1 to UTF-8
(No content changes!)
